77th Texas State Legislative Session
January 9, 2001 - May 28, 2001

"Advancing bicycle access, safety, and education" …

The words of the Texas Bicycle Coalition mission statement are plastered on every piece of print material sent out, in every edition of the newsletter, and on every page of the web site. But you may be wondering how, exactly, does TBC go about fulfilling such a mission?

A large part of the bicycle advocacy effort revolves around the state political arena. Long before legislators converge on Austin, the TBC legislative team solicits input from all aspects of the TBC membership. Priorities are weighed against political sensibilities and an agenda evolves organically from a grassroots movement devoted to its mission.

The 77th state legislative session was a stressful time for Texas cyclists and cycling advocates, requiring every last ounce of resolve to navigate the peaks and valleys of the political process. With a limited budget and limited staff, the Texas Bicycle Coalition succeeded in leading Texas cyclists - and above all, our loyal members - through the complex maze of committees, sponsors, hearings, and protocol to victory.

The following pages are designed to lead you through a "virtual" experience of the 77th legislative session, from the perspective of the Texas Bicycle Coalition. The countdown for the 2003 78th session has already begun … please help us prepare by contributing to our legislative fund now!
