The Senate Environment and Public Works Committee
passed the Senate version of the TEA-3 bill
on November 12, 2003, moving one step closer
to a new federal transportation bill. Funding
for the proposed national Safe Routes to School
program was increased from $50 million to $70
million a year. Texas
Senator John Cornyn signed on as a co-sponsor
of the Warner-Crapo amendment to the Senate
bill, which increased the funding for the
proposed national Safe Routes to School program.

Texas bicyclists, troubled by anti-cycling
radio messages, meet with Clear Channel executives
Radio
broadcaster restates that programming targeting cyclists
will not be tolerated
(Austin,
TX) – For the past several months, bicyclists
across the country have become increasingly alarmed
by reports that Clear Channel radio station deejays
in Houston, Cleveland and Raleigh have been making
and encouraging “jokes” about motorists
harming cyclists. Representatives from the Texas
bicycling community agreed to meet with Clear Channel
executives on Monday, November 10, to discuss the
broadcasts and to find ways that the company could
support bicycle safety education for cyclist and
motorists in Texas.

The
Southeast Texas Economic Development Task Force
on Transportation held a public meeting on the
reauthorization of the federal transportation
funding bill known as TEA-21. U.S. Congressman
Nick Lampson convened the forum at the Houston
Galveston Area Council. The forum provided ample
opportunity for participants and members of
the public to voice their opinions about key
transportation issues. |
Representative
Lampson hosted the public forum to allow
citizens, local officials and community
leaders a chance to voice their ideas and
concerns about the mobility issues facing
our region and nation.
He
established the Task Force on Transportation
three years ago with a mandate to examine
important transporation issues. Task force
members include a diverse mix of business
leaders, academics, public officials and
other experts.

Sen. Wentworth saves license plate bill
It
came down to the final minutes on the last day before
the Senate's deadline to consider any bills or joint
resolutions on third reading. That's when State
Senator Jeff Wentworth (R-San Antonio) saved the
day by introducing an amendment that included the
Texas Bicycle Coalition's "Share the Road"
license plate bill. The Senate passed House Bill
2971 on third reading at approximately 12:44 a.m.

Bush administration files reauthorization of transportation
bill
The
Bush Administration introduced their reauthorization
bill called the "Safe, Accountable, Flexible,
and Efficient Transportation Equity Act of 2003
(SAFETEA)." The federal transportation law
known as TEA-21 is up for reauthorization by Congress
this year. The administration proposes $247 billion
over 6 years, a very slight increase over TEA-21

In memorium: Larry Schwartz
TBC
member, supporter and ultra-cyclist Larry Schwartz
died peacefully at 11:58 p.m. on Sunday, May 4,
from injuries sustained after being struck by the
mirror of a passing school bus. A
memorial ride, the Ride In Silence, was organized
by Larry's friends at White Rock Lake near Dallas.

USPS autographed flag auctioned on EBay
| A
replica of the flag flown at the TdF bearing
the signatures of every USPS team member, including
Lance Armstrong, was auctioned on EBay to help
support TBC. The flag was purchased by someone
in California for $1,500. Thank you to the organizers

Cyclist in Suits Texas Bike Lobby Day a success!

Citizen
lobbyists came from all over the state to
participate in our 2nd Annual Cyclists in
Suits Texas Bike Lobby Day. We visited all
181 legislative offices, gave away thousands
of bike pins, and stopped for a group photo. |

MS150 Ride: Houston to Austin

than 12,000 cyclists rode the 180 miles from
Houston to Austin and raised over $6.5 million
for Multiple Sclerosis research April 11-13,
making it the largest MS150 in the country. |
TBC's
Education Director, Preston Tyree, and TBC
member Mark Stine were in La Grange and at
the finish in Austin to welcome cyclists.
We debuted our new safety signs -- MS150 used
120 throughout the ride! |

D.C.

We're
back from Capitol Hill! The 2003 National
Bike Summit® was a resounding success.
It brought together nearly 400 bicyclists
from 47 states and abroad, representing advocacy,
industry, transportation and public health
to share important concerns and best practices.
TBC's
eight-member delegation -- including TBCEF
Spokesperson, Linda Armstrong -- led a whirlwind
of activity on National Bike Lobby Day as
we split into teams to visit 29 Congressional
offices, including both of our Texas senators.

announced more than $5 million in projects designed
to improve children's safety in and around school
